Vital documents recovered safely from Kachcheri, authorities say

Colombo District Secretary Kamal Padmasiri stated that after the conclusion of investigations conducted by government analysts, his officers were able to gain access to the Accounts Department.
Kamal Padmasiri further stated that only after investigations conducted by the government analyst are completed, the reason for the fire can be ascertained.
He also stated that measures are being taken to resume activities at the District Secretariat soon.
Padmasiri further stated that they hope to offer full services to the public in the near future.

අසාත්මික රෝග තත්ත්වයක්‌ නිසා ගලේවෙල, පොළොන්නරුව, පළුගස්‌දමන, ඌවපරණගම, තවලම්පොල - අම්පාර - බණ්‌ඩාරවෙල ප්‍රදේශවල පාසල් 6 ක දරුවන් 57 දෙනකු ඊයේ ප්‍රතිකාර සඳහා රෝහල්ගත කර ඇත.
බණ්‌ඩාරවෙල ධර්මාශෝක විදුහලේ පහ සහ හය වසරවල ඉගෙනුම ලබන සිසුහු හය දෙනකු බණ්‌ඩාරවෙල දිසා රෝහලට ඇතුළත් කර සිටිති. ගලේවෙල ප්‍රාථමික විද්‍යාලයේ ඉගෙනුම ලබන දරු දැරියන් 20 කට ආසන්න පිරිසක්‌ද ගලේවෙල දිසා රෝහලට ඇතුළත් කරනු ලැබූහ. පොළොන්නරුව පලුගස්‌දමන මහ විද්‍යාලයේ සිසුන් 11 දෙනකුද අසාත්මික තත්ත්වයෙන් පොළොන්නරුව රෝහලේ 2 වැනි වාට්‌ටුවට ඇතුළත් කර තිබේ.
පොළොන්නරුවේ පලුගස්‌දමන විදුහලේ සිසුන්ගේ රෝග තත්ත්වය ගැන පොළොන්නරුව මහ රෝහලේ වෛද්‍ය අධිකාරී පානි සෝමරත්න මහතාගෙන් කළ විමසීමකදී හෙතෙම ප්‍රකාශ කළේ මෙය තදබල රෝගී තත්ත්වයක්‌ නොවන බවයි.
පොළොන්නරුව පලුගස්‌දමන මහා විද්‍යාලයේ 6 බී පංතියේ ශිෂ්‍යාවෝ 6 ක්‌ සහ ශිෂ්‍යයෝ 5 ක්‌ මෙලෙස ප්‍රතිකාර සඳහා රෝහලට ඇතුළත් කර සිටිති.
මේ අතර බණ්‌ඩාරවෙල ධර්මාශෝක මහ විද්‍යාලයේ පහ සහ හය වසරවල ඉගෙනුම ලබන සිසුවියන් හය දෙනකුද මෙසේ රෝහල් ගත කර තිබේ.
ඇඟÊකැසීම, පලු මතුවීම, ක්‌ලාන්ත ගතිය වැනි රෝග ලක්ෂණ මතුවීම නිසා මෙම දැරියන් රෝහල්ගත කර ඇත. ඔවුන්ගේ තත්ත්වය බරපතළ නොවන බවද බණ්‌ඩාරවෙල රෝහල් ආරංචි මාර්ග පැවැසීය.
මේ අතර ඌවපරණගම තවලම්පොල විදුහලේ ඉගෙනුම ලබන සිසුන් හය දෙනකුට අද උදේ ඇතිවූ අසාත්මිකතාවක්‌ හේතුවෙන් එම සිසුන් ඌවපරණගම රෝහල් ගතකර විදුහල වැසූ බව විදුහල්පති ඩබ්ලිව්. කරුණාරත්න මහතා පැවැසීය.
සිරුරේ කැසීම හා පලු මතුවීම ආදී අසාත්මිකතාවන් මෙසේ ඇති වී තිබිණි.
ගලේවෙල ප්‍රාථමික විද්‍යාලයේ පහ ශ්‍රේණියේ ඉගෙනුම ලබන දරු දැරියන් පිරිසක්‌ පන්ති කාමරය තුළදී හදිසියේ ඇතිවූ ඇඟ කැසීමක්‌ උත්සන්න වීමෙන් රෝහල් ගත කිරීමට කටයුතු යොදා තිබිණි.
අම්පාර සද්ධාතිස්‌ස මහ විදුහලේ අධ්‍යාපනය ලබන සිසුන් හතර දෙනෙකු ඊයේ (21 දා) දහවල් හදිසියේ අසනීප වී රෝහල් ගත කර ඇත.
හය වසර ශිෂ්‍යයන් 02 ක්‌ හත වසර ශිෂ්‍යයන් 02 ක්‌ මෙම රෝහල් ගත කර ඇත්තේ හදිසියේ ඇතිවූ අසාත්මිකතාවක්‌ හේතුවෙනි.
ඇඟ කැසීම ඔවුන්ගේ රෝග ලක්ෂණ වූ අතර තත්ත්වය භයානක නොමැති බවත් බාහිර ප්‍රතිකාර ලබාදුන් බවත් රෝහල් ආරංචි මාර්ග කියයි.
පඹගොල්ල ර/පියරතන බලන්ගොඩ විද්‍යාලයේ සිසුන් 10 දෙනකු ඊයේ උදයේ රෝගී තත්ත්වයකට පත්වීම නිසා මාරතැන්න රෝහලට ඇතුළත් කර ඇත. පලුදැමීම කැසීම වැනි ලක්ෂණ හටගෙන ඇත.
මේ ප්‍රදේශවල විටින් විට පාසල් ශිෂ්‍ය ශිෂ්‍යාවන් රෝගීවී රෝහල්ගත කිරීමට සිදුවීම පසුගිය දිනවල සිදුවිය.

එක්‌ පාසලක එක්‌ දරුවකු හෝ දෙදෙනකුට සිරුර කැසීම, ක්‌ලාන්තය වැනි තත්ත්වයක්‌ මතු වූ විට සම වයස්‌ කාණ්‌ඩයේ අනෙකුත් අය ඊට ප්‍රතිචාර දැක්‌වීම මිස දැනට කර තිබෙන පර්යේෂණ අනුව අසාත්මිකතාව පවතින්නේ එක්‌ පාසලක දරුවන් කිහිප දෙනකුට පමණකැයි සෞඛ්‍ය අමාත්‍යාංශය නිවේදනයක්‌ නිකුත් කරමින් කියා සිටී.
මෙම අසාත්මිකතාව විෂබීජයක්‌ හෝ ක්‍ෂද්‍ර ජීවීන් නිසා හෝ රසායනික ද්‍රව්‍යයක්‌ වෙනත් පරිසර සාධකයක්‌ මත ඇති වූ රෝගී තත්ත්වයක්‌ නොවන බවද ඊයේ (21 වැනිදා) කොළඹ සෞඛ්‍ය අමාත්‍යාංශයට රැස්‌ වූ චර්ම රෝග, කායික, ළමා රෝග හා වසංගත රෝග විශේෂඥ වෛද්‍යවරුන් පවසා ඇතැයි එම නිවේදනයේ සඳහන් වේ.
එම නිවේදනය මෙසේය.
පසුගිය දිනවල පාසල් කිහිපයක දරුවන් ඇඟ කැසීම, ක්‌ලාන්තය වැනි රෝග ලක්ෂණ සහිතව රෝහල් ගත කිරීමේ සිද්ධීන් පිළිබඳව වසංගත රෝග විද්‍යා අංශයේ මූලිකත්වයෙන් අදාළ ස්‌ථානවලදී පරීක්‍ෂණ කටයුතු මෙහෙයවනු ලැබීය. ඒ අනුව ගම්පොළ, මහනුවර, වැලිගෙපොල, අම්පාර, රත්නපුර, කොළඹ ඇතුළු එම ස්‌ථානවලට වසංගත රෝග විද්‍යා අංශයේ පරීක්‍ෂණ කණ්‌ඩායම් යොදවා මේ සම්බන්ධයෙන් පරීක්‍ෂණ කටයුතු සිදු කරන ලදී.
මෙම පරීක්‍ෂණ කටයුතුවලට චර්ම රෝග, කායික රෝග, ළමා රෝග සහ වසංගත රෝග පිළිබඳ විශේෂඥ වෛද්‍යවරු ඇතුළත් කණ්‌ඩායම් මේ සඳහා සහභාගි වූහ. එම පිරිස්‌ විසින් සිදු කරන ලද පරීක්‍ෂණ කටයුතු සම්බන්ධයෙන් ඊයේ (21දා) සෞඛ්‍ය අමාත්‍යාංශයේදී සමාලෝචන රැස්‌වීමක්‌ පවත්වනු ලැබීය. සෞඛ්‍ය අමාත්‍ය මෛත්‍රිපාල සිරිසේන මහතාගේ සහ සෞඛ්‍ය ලේකම් වෛද්‍ය නිහාල් ජයතිලක මහතාගේ උපදෙස්‌ මත අතිරේක ලේකම් වෛද්‍ය පාලිත මහීපාල මහතාගේ ප්‍රධානත්වයෙන් පැවැති ඊට වසංගත රෝග විද්‍යා අංශය, බොරැල්ල වෛද්‍ය පර්යේෂණායතනය, කොළඹ විශ්වවිද්‍යාලය නියෝජනය කරමින් පරපෝෂිතවේදය, මානසික රෝග විශේෂඥ වෛද්‍යවරු සහ අසාත්මිකතා පිළිබඳ විශේෂඥ වෛද්‍යවරු ද සහභාගි වූහ.
දැනට කරන ලද පර්යේෂණ අනුව මෙම සිසු දරුවන් පීඩනයට පත් කළ මෙම රෝගය විෂබීජයක්‌ හෝ ක්‌ෂුද්‍ර ජීවීන් නිසා හෝ රසායනික ද්‍රව්‍යයක්‌ හෝ වෙනත් පරිසර සාධකයක්‌ මත ඇතිවිය හැකි අසාත්මිකතාවක්‌ නොවන බව අවධාරණය විය. බොහෝ දරුවන්ට අසාත්මිකතාවට අදාළ රෝග ලක්ෂණ නොතිබූ අතර, කිහිපදෙනකුට පමණක්‌ අසාත්මිකතා ලක්ෂණ යෑයි සැක සහිත රෝග ලක්ෂණ පැවැති බවට තහවුරු විය. එසේ තහවුරු වී තිබෙන්නේ එක්‌ පාසලක දරුවන් කිහිපදෙනකුගේ පමණි.
කෙසේ වෙතත් අසාත්මික ලක්ෂණ පෙන්නුම් කළ සිසුන් කිහිපදෙනා සම්බන්ධව තවදුරටත් වෛද්‍ය පරීක්‍ෂණ පැවැත්වීමට තීරණය විය. මෙම සිද්ධීන් වාර්තා වූ පාසල්වලින් ලබාගත් ජලය පස්‌ සහ දූවිලි සාම්පල බොරැල්ල වෛද්‍ය පර්යේෂණායතනයේ පරපෝෂිත විද්‍යා අංශයේ දී පරීක්‍ෂාවට ලක්‌ කළ අතර, එහි කිසිදු අයුරකින් අසාත්මිකතාවකට හෝ වෙනත් රෝගයකට හේතු විය හැකි විෂබීජ හෝ ක්‌ෂුද්‍ර ජීවීන් කිසිවක්‌ හමු වී නැත. මෙය බොහෝ විට සුළු සිදුවීමක්‌ හරහා ළමුන් විසින් ක්‍ෂණික ප්‍රතිචාර දක්‌වන ආතතිය හෝ චකිතය නිසා ඇතිවීමට බෙහෙවින් ඉඩකඩ තිබෙන පොදු ස්‌වභාවයක්‌ බව ද, වෛද්‍යවරු පෙන්වා දුන්.

පසුගිය දිනවල පාසල් කිහිපයක දරුවන් ඇඟ කැසීම, ක්‌ලාන්තය වැනි රෝග ලක්ෂණ සහිතව රෝහල් ගත කිරීමේ සිද්ධීන් පිළිබඳව වසංගත රෝග විද්‍යා අංශයේ මූලිකත්වයෙන් අදාළ ස්‌ථානවලදී පරීක්‍ෂණ කටයුතු මෙහෙයවනු ලැබීය. ඒ අනුව ගම්පොළ, මහනුවර, වැලිගෙපොල, අම්පාර, රත්නපුර, කොළඹ ඇතුළු එම ස්‌ථානවලට වසංගත රෝග විද්‍යා අංශයේ පරීක්‍ෂණ කණ්‌ඩායම් යොදවා මේ සම්බන්ධයෙන් පරීක්‍ෂණ කටයුතු සිදු කරන ලදී.
මෙම පරීක්‍ෂණ කටයුතුවලට චර්ම රෝග, කායික රෝග, ළමා රෝග සහ වසංගත රෝග පිළිබඳ විශේෂඥ වෛද්‍යවරු ඇතුළත් කණ්‌ඩායම් මේ සඳහා සහභාගි වූහ. එම පිරිස්‌ විසින් සිදු කරන ලද පරීක්‍ෂණ කටයුතු සම්බන්ධයෙන් ඊයේ (21දා) සෞඛ්‍ය අමාත්‍යාංශයේදී සමාලෝචන රැස්‌වීමක්‌ පවත්වනු ලැබීය. සෞඛ්‍ය අමාත්‍ය මෛත්‍රිපාල සිරිසේන මහතාගේ සහ සෞඛ්‍ය ලේකම් වෛද්‍ය නිහාල් ජයතිලක මහතාගේ උපදෙස්‌ මත අතිරේක ලේකම් වෛද්‍ය පාලිත මහීපාල මහතාගේ ප්‍රධානත්වයෙන් පැවැති ඊට වසංගත රෝග විද්‍යා අංශය, බොරැල්ල වෛද්‍ය පර්යේෂණායතනය, කොළඹ විශ්වවිද්‍යාලය නියෝජනය කරමින් පරපෝෂිතවේදය, මානසික රෝග විශේෂඥ වෛද්‍යවරු සහ අසාත්මිකතා පිළිබඳ විශේෂඥ වෛද්‍යවරු ද සහභාගි වූහ.
දැනට කරන ලද පර්යේෂණ අනුව මෙම සිසු දරුවන් පීඩනයට පත් කළ මෙම රෝගය විෂබීජයක්‌ හෝ ක්‌ෂුද්‍ර ජීවීන් නිසා හෝ රසායනික ද්‍රව්‍යයක්‌ හෝ වෙනත් පරිසර සාධකයක්‌ මත ඇතිවිය හැකි අසාත්මිකතාවක්‌ නොවන බව අවධාරණය විය. බොහෝ දරුවන්ට අසාත්මිකතාවට අදාළ රෝග ලක්ෂණ නොතිබූ අතර, කිහිපදෙනකුට පමණක්‌ අසාත්මිකතා ලක්ෂණ යෑයි සැක සහිත රෝග ලක්ෂණ පැවැති බවට තහවුරු විය. එසේ තහවුරු වී තිබෙන්නේ එක්‌ පාසලක දරුවන් කිහිපදෙනකුගේ පමණි.

Around
200 students of the Nugawela Boys' cShool in Kandy have been brought to
the Thiththapajjala Hospital following an allergic reaction.
Meanwhile, fifty eight students of a primary school in the Weligapola area were hospitalised this morning following an allergic reaction.
According to the Sabaragamuwa Province Health Services Director, Dr.
Kapila Kannangara the students were admitted to the hospital as they
experienced various symptoms including itchiness.He added that after taking into consideration the situation, the school has been temporarily closed down.
Dr. Kapila also noted that none of the students are in a critical condition.

Nuclear threat: India turns down Lanka s request

India has
refused to accept a year-long request to have Sri Lankans to be part of safety committees in
the event of a nuclear fallout at the Kudankulam Nuclear Plant in Tamil Nadu to
be commissioned shortly, Atomic Energy Authority (AEA) Chairman Dr. Ranjith
Wijayawardana said yesterday.
The matter was taken up by Sri Lanka when officials
from both governments met during a two-day meeting in New Delhi a fortnight ago
to discuss Sri Lankan concerns on the plant, but the Indian side remain
non-committal.
Dr. Wijayawardana said the AEA sought to become a part
of the Safety Monitoring Committee at Kudankulam. The controversial nuclear
facility is some 160 kilometres from Sri Lanka s North-Western coast.
We are keen on keeping a close watch on the work at
the plant and for this, Sri Lanka has sought permission from India to be part
of the safety monitoring mechanism, Dr. Wijayawardana said.
He conceded that Colombo s concern regarding the
safety issues surrounding the nuclear complex that is set to be commissioned
before the end of the year was relayed to the relevant authorities in India one
year ago, but Delhi had failed to respond until earlier this month.
On an invitation from New Delhi this month, a Sri
Lankan delegation held talks with Indian officials and the issue was discussed
at length, Dr. Wijeyawardana said.
He said Sri Lanka failed to obtain a firm assurance
that it would be allowed to be on hand to monitor the functioning of the plant
and more talks on the subject were put off for mid next year after the
scheduled commissioning of the plant, an indication that India was not willing
to share information on the issue. We have initiated a bilateral approach and
we are hoping that India will cooperate in the best interest of everyone
concerned, Dr. Wijayawardana said.
Last week the Sunday Times reported that India was
willing to provide an early warning system to Sri Lanka in case of a nuclear
fallout from the plant.
We have already put in place several precautionary
measures that include the installation of five early warning devices. These
devices, provided by the International Atomic Energy Authority (IAEA), have
already been set up at naval outposts in Kankesanturai, Mannar, Delft Island,
Kalpitiya and Colombo. Three more devices were to be installed in Galle,
Trincomalee and Samanalawewa, Dr. Wijayawardana said. He said a special task
force comprising security forces officers, experts, volunteers and officials
from the Disaster Management Centre (DMC) was also at hand to deal with a
crisis situation.
Environmentalists, however, slammed Sri Lankan
officials for failing to advise the Government on the dangers posed by this
complex.
Hemantha Vithanage, executive director of the Centre
for Environmental Justice and Friends of the Earth, said the AEA had failed to
address the seriousness of the issue and advise the Government accordingly.
In India there is a howl of protests against the
plant, but Sri Lanka which is the closest country to the controversial complex
has chosen to be on bended knees and listen to the dictates of Delhi. In case
of a mishap at Kudankulam there is little Sri Lanka can do to stay out of the
way, early warning systems or otherwise, since radiation particles travel fast,
he said.
Mr. Vithanage said the Sri Lankan coast was the most
vulnerable.
For example Puttalam is just 160 kilometres away from
Kudankulam while Chennai is some 450 kilometres away and therefore India is not
really bothered, he said.
In addition concerns were also raised on the dumping of nuclear waste from
the plant with fears that they might be pumped into the Indian Ocean which
would lead to a disaster for marine life in the region, the environmentalist
said.

Prisoners take over Welikada, 11 killed
Rioters seize 250 rifles, 90 pistols

Eleven inmates of the Welikada prison were killed and at least nine elite police commandos, including Special Task Force (STF) Commandant R. W. M. C. Ranawana wounded, during a riot which broke out while police were carrying out a search operation.
The prisoners threw missiles and fired automatic weapons, which they had seized from the prison’s two armouries.
Bodies of nine inmates were recovered and taken to the National Hospital. Six other injured prisoners were trapped inside along with six prison officers.
Prisoners are believed to have armed themselves with 250 assault rifles and 90 pistols in the two armouries, but sources said they had only a limited amount of ammunition.
National Hospital Director Dr. Anil Jasingha told The Island last night that the commando veteran had been shot in the stomach and was undergoing emergency surgery at the time of going to press.
Dr. Jasingha said there were two others with critical injuries. Among others admitted with injuries were a prison guard, a civilian and an inmate.
Police spokesman SSP Prishantha Jayakody said the injured DIG was out of danger.
Observers said there might have been some inside help as prison security was not very happy with outside units coming into carry out search operations and some guards were known to be doing roaring business by being part of the contraband smuggling process in the prison.Other sources said during the search of the notorious ‘chapel’ ward, where hardcore convicts were being held, the commandos had wanted to place plastic handcuffs on some of the prisoners, but the inmates had objected and hooted. It had led to an argument and a clash. This had sparked the disturbance with the police firing tear gas to quell the riot as more prisoners joined the melee.
By the time the police commandos were leaving the prison the inmates had armed themselves not only with brickbats and other missiles but also several assault rifles, some of which they openly brandished from the roof of the prison till late into the evening. They even exchanged fire with the forces intermittently into the night.
The Welikada Prison remained under the control of prisoners until this edition went to press last night. The rioters had knocked out the power supply and the entire area was surrounded by the military and police to prevent a possible breakout by the convicts.
Earlier, the commando contingent which carried out the operation from around noon had successfully searched the ‘L’ section of the prison without much resistance.
Yesterday’s search had been ordered by Prison Reforms Minister Chandrasiri Gajadeera, based on information that contraband items like mobile phones and narcotics were being widely available in prison.
During several similar searches carried out earlier this year mobile phones and even satellite phones were recovered.
Welikada under siege
More than 16 bodies were brought to the General Hospital.
